Make `Select any that apply to the highlighted message:` help doc more readable

When completing a Label Initial Prompt task, we have a help button with poorly readable text

  • misses newlines between categories
  • categories' names are not highlighted: e.g. "Wrong Language: Not written in the currently selected language." vs "Wrong Language: Not written in the currently selected language."

I've not yet touched OA's frontend code, but I guess it would be easy so I'll create a PR for it.

May be related to #1069 as these tooltips appeared in this PR.
