NBT Component serializer

This should support the existing 1.20.3+ structure of components, writing to/from a BinaryTag of adventure-nbt.

Just to get things out the door, 4.15.0 is going to be limited to the bare minimum needed to enable 1.20.3 support. It'll have any blockers for others writing an NBT serializer implementation dealt with, but it won't have the serializer itself.

Is there any progress or an ETA? The release of MC protocol 765 was already over a quarter year ago and adventure still misses key components to support it.
