RunCat365 Cat run too fast on Windows 11

When i start catrun. It run too fast and do not have option for it's speed.

Its speed bases on your cpu usage. The higher cpu usage, the faster cat's speed.

Although the speed of the cat depends on the CPU load, it still starts to move too fast after 30%, and after 50% it is no longer possible to understand what the icon is animated there. OS: Windows 10

It would be nice to reduce the speed (for example, set the current speed value from 50% of the CPU load to 100%, i.e. slow it down by half), or be able to adjust it.

Sorry, work getting in the way 😉 experimented with a number of design options but I think just throttling the max speed would be enough.

For mee it also stutters a lot, so maybe some sort of smoothing would be nice

Opened PR #79 for the most basic solution, to reduce max speed by 50%. If we want something more fancy then suggestions are welcome
