Noto Sans HK, TC, SC seem to only load Latin letters.

All working as expected loading in Lato for English text, but I'm using Noto Sans HK and Noto Sans SC for traditional and simplified Chinese versions and they aren't loading Chinese characters, only Latin letters. Is this intentional? I think most people would only use these fonts for their Chinese support.
