Improve the Debian packaging

Since BBB is adding support for the Janus and MediaSoup WebRTC servers, adding Kurento to Debian will no longer be needed, so we are contributing the packaging cleanups.

Hi @pabs3 awesome thanks! This and the other CMake-related PRs will be merged. We're getting some serious contributions that push for upgrading our internal dependencies to drop forked libs and instead rely on system versions, which is a huge step forward. When that's done, next steps will be integrate all these changes you've been contributing. All in all, the intention is that this work is not lost and helps making Kurento easier to maintain and work with newer distributions. Thanks!

I won't be able to help with that unless the BBB packaging effort decides to add Kurento to Debian for the features provided, but the Debian VoIP team may be willing to sponsor your packages.
