Make Fabric Explorer Organisations configurable

right now the organisations are added to the explorer configuration in the order or the yaml file ...

The explorer uses the first organisation to connect to the blockchain (https://github.com/hyperledger/blockchain-explorer/blob/6a41d07c1b84f325e1dcebb8f407972f60290d5e/service/blockscanner.js#L29) ... sometimes you want to explorer to connect to the blockchain with a specific organisation. It should be configurable which should be the first one.
