[FR]: Add the proper description in the `README.md` file of Java

Is your feature request related to a problem? Please describe. When I am trying to find what are the topics that has been included in the Java file using README,md file I am not able to navigate properly, because there is no description in the the readme file.

Describe the solution you'd like A clear and concise description of the topic must be added.
