Restrict ability to create new sessions

It would be nice to be able to restrict the ability to create new sessions to authorized users

Would you like this to be a per-person configurable option or just a global option?

It should be per role and roles should be manageable. This should cover almost every case, for global option variant super administrator should be able to just strip access to a feature from every existing role or not give anyone a role with access to a feature.

I'm going to use the same logic as in another issue, I would keep this issue open just to track the specific implementation as it is arguably out of scope of the #197 ticket.
