Migrate TACT service to new server

In a similar vein to #369, the TACT key service currently provided by my own servers should be deprecated in favour of a new service developed on our new servers. To begin with this will functionality serve the same contents as the current service, however moving into the future, once a majority of users are on the new automatic update system, we can transition toward a more optimized solution that updates users TACT key registries incrementally rather than wholesale.
