Migrate listfile service to new server

As part of the server migration plan, the listfile service currently powering wow.export should be moved to the new server. To ensure operations continue without issue, the old service will remain in service until the majority of users have updated onto the new automatic update system.

Once this majority has been reached, we no longer need to worry about backwards compatibility with non-updated users and can focus on iterating on the transition process more aggressively, including deprecating the old services entirely in favour of the new service.

This is not the implementation of the new listfile system, but a replacement implementation of the current listfile system. Moving forward, this will serve as the location for a new listfile system to be developed.
