AI can place a woodcutter's hut in a non-plantable area

It does it when there is no tree around

nonplantable area (area covered in Sand or Snow)

Was woodcutters placed before or after other houses in that area?

Before houses If u need more u can create desert map with AI it will build wood cutters anywhere cos there are no trees

If there are no trees at all the AI will still build a woodcutter in order to unlock other houses
