Target reticule (points toward target)

A modern convenience; draw an arrow that points at the targetted* ship, even when it is off-screen. This would require a sprite with 8 or more rotations.

** which is either a.) the last ship you shot, or b.) whichever ship you have missile lock on (overrides the last ship you shot until you launch or disarm it)
