Stacking issues with chromium + fullscreen

1. Fullscreen a chromium window,
2. Alt-tab to a different chromium window
3. Click the non-fullscreened chromium window

The fullscreened one is now raised over the one that was just clicked. Note that switcher still shows the original (would-be correct) order, so on alt-tab, window 1 is the non-fullscreened one and window 2 is the fullscreened one.

1. Fullscreen a chromium window,
2. Alt-tab to a different chromium window
3. Click a terminal on a different head,
4. Click the non-fullscreened chromium window

This works fine.
