@Joshua-Ashton Sorry, after testing I realized that my issue was caused by NIS/FSR. Turning these off fixed it.
I would suggest at least having some extra space between remove and enable/disable buttons - it's likely to accidentally delete all your selected mods when trying to click enable while...
