Allow anonymous API requests without authentication

Is your feature request related to a problem? Please describe. When hosted in trusted environment, we don't necessarily need to protect API endpoints with an API key, at least not needed for getting/searching for public links.

1. Allow public links to be read/searched via API without authentication. Or
2. Make it configurable to disable API authentication completely.

Not sure if it's easy to do, but will take a look into it.

As this is basically a guest mode for the api, it comes with a considerable amount of work. Probably a feature for version 2.0.
