Add tutorial about fine-tuning of noTop ONNX models

There are a few noTop models available in the ONNX Model Hub and all of them could be fine-tuned with the TensorFlow added layers like Dense or AveragePool2D.

There is one example of how to do that. It will be great to add a tutorial or article with extended examples.
