App for garmin smartwatches

Problem:

I would like to program a Garmin remote control for the gp9 using an connectIq app, widget or Datafield using BLE My Vivoactive 3 scan can see the GP9 and next step is paring, connecting and sending data. I need some more BLE background info for setting up the connection and sending the first data like 0x34 03 16 01 01 See the API documentation on https://developer.garmin.com/connect-iq/api-docs/Toybox/BluetoothLowEnergy.html
