tests: add a new action to test the latest code of the current PR with Kong.

This PR build the latest source code of Kong together with the latest code from the PR in the lua-resty-lmdb repository as a testing environment.

The following are the items that need to be improved:

  • modify the triggering condition of the action
  • add caching step(This requires discussion. I believe that the step "Build Kong with current commit" cannot be cached, and only the "Setup tools" can be cached.)
