fix(proxy-cache) handle 204/304 responses without Content-Type

Summary

According to the RFC 7231 & 7232, 204 and 304 should not have content type header:

  • 204 https://datatracker.ietf.org/doc/html/rfc7231#section-6.3.5
  • 304 https://datatracker.ietf.org/doc/html/rfc7232#section-4.1

@dndx Do you think Kong will be able to merge this fix soon ? We have proposed this fix in May before the merge of the plugin into the Kong repo.
