[INS-1964] Add Connect and Send for WebSocket

  • removed the disabled prop for the SendButton styled component but added isConnected prop to render styles differently
  • added 'message' property in the options for createWebSocketConnection method to conditionally send a message upon open event
  • moved common logic for sending a message into a function
