GOJIRA_MAGIC_DEV doesn't work with hybrid mode

Expected behavior:

make dev would be applied for all ${GOJIRA_TARGET} services [kong-cp{1..n}, kong-dp{1..n}]

Actual behavior:

make dev is only applied to the control-plane
