Update Utxo docker node

We need to update this https://hub.docker.com/r/artempikulin/testblockchain/tags to the latest komodo release so we can use the same zcash params across all CI scripts. Related: https://github.com/KomodoPlatform/komodo-defi-framework/pull/2217#discussion_r1777182640

Thanks for the suggestion @gcharang , I think it can work using testblockchain. Will give it a try.
