Feature: Add Encrypt wallet.dat

Please add encrypt wallet.dat feature to KMD and Other -ac_public=1 Chain. Example CLI guide here: https://github.com/KomodoPlatform/komodo/wiki/Encrypt-Komodo-wallet.dat-File

Requirements:

  • -ac_public chain (KMD, ZEX being public chain on 15th February 2019 & KSB & OUR already using that)
  • No z address in wallet.dat and only contains R addresses
