Turning off the debug toolbar item turns off ALL the left toolbar items

Short Summary

When I use View > Toolbars > Customize and turn off the Debugging pane, ALL the main toolbar left items vanish

Steps to Reproduce

Got to View > Toolbars > Customize

Hide the debugging pane

Expected results

Debugging pane ONLY is hidden

Actual results

All left panes are hidden

@rivets , i'm not able to reproduce this. Any chance you can get a screen capture or something to show us what exactly you're doing? I'm able to disable JUST the debug btns without issue.
