how to start a simple project from scratch

if i dont want to use any of examples given for alpha 250 and i want to start a project from scratch.

what is the procedure to follow?

do i have to write .yml file manually? do i have to start with vivado design in the first place?

You should start with the loopback example which is really minimal.
