[AGM Captives] Increase setCaptive animation priority
I've noticed that animation of switching unit into captive state while arresting has priority of 0 (PlayMove) whereas letting person free has priority of 2 (SwitchMove). Because of that, if you try to arrest person which is during an animation, sets AGM_Captive to True, but leaves unit free. I think that arresting should also have high priority.
