Currently Krill creates a PID file in /var/lib/krill by default. See whether it can be made optional and/or moved.
Don't merge this - this is just for testing

This also makes Krill Windows-compatible, for all 0 users who want to run Krill on their Windows server :stuck_out_tongue:
This PR adds support for Resource Signed Checklists ([RFC 9323](https://datatracker.ietf.org/doc/rfc9323/)) in Routinator.
