Currently Krill creates a PID file in /var/lib/krill by default. See whether it can be made optional and/or moved.

If a parent adds a child (e.g. `krillc children add --ca testbed --child koen --request test-request.xml --ipv6 2001:db8::/32`) and then tries to remove it (e.g. `krillc children remove --ca testbed...

This also makes Krill Windows-compatible, for all 0 users who want to run Krill on their Windows server :stuck_out_tongue:

This PR adds support for Resource Signed Checklists ([RFC 9323](https://datatracker.ietf.org/doc/rfc9323/)) in Routinator.
