Transition duration not respected

What happened?

LEDVANCE SMART+ E27 RGBTW (4058075729025) lamp with configured transition time, only uses the transition time from ON to OFF. From OFF to ON the transition time is ignored.

What did you expect to happen?

The configured transition time should be respected in both directions and other changes.

Simple ON/OFF - OFF/ON transition
