Operation when network not found

Can I ask what happens when the wifi network is not found, potentially if it is down for some reason. Depending on what type of device the relay is connected to then it would be preferable to put the relay into a known state in this situation. i.e. default to either on or off as defined by the user when flashing the device if no network discovered?
