feature: new users can reset their transaction history

If user's account is younger than 2 weeks, then he can reset all bet transactions and regain start value of 'reputees'.

Shall we permit that case if any event (with his vote) were closed already?

Assume that final score (? sorry for my EN) is (Y) 51 vs. (N) 50. What when I bet yes and want to reset?

Maybe for first days you could vote (but your votes are hidden and return after closing event)? And then, if you disable testing (no revert possibility) your voting start to work as normal.

Reset is already implemented. See management command reset_results_and_transactions. There is only design of partial reset left to do maybe in user settings.
