stm32: Enable hw pwm for pin PA3

This adds support for using hardware pwm on pin PA3 on STM32H7 based boards. In my case, for FAN3 on a BTT Octopus Max EZ

Unfortunately, if a reviewer does not assign themselves to this GitHub Pull Request then it will be automatically closed. If this happens, then it is a good idea to move further discussion to the Klipper Discourse server.
