Dev Tools not showing up in Obsidian

I can bring up dev tools using CTRL + SHIFT + I (Windows), but I don't see it listed in:

• Browsing community plugins
• Settings | Community Plugins | Installed Plugins
• Settings | Plugin Options
• Command Palette

I have Obsidian v0.14.5 installed and a small number of community plugins.

CTRL+Shift+I displays the chromium inspector, which is built into it and is separate from this Dev Tools plugin.

Also this plugin is actually not in the community plugins list. To use it you would have to clone the repo and manually install it.

But... it's also been abandoned for the time being and no longer loads.
