Add help script to apply uncrustify to a constrained set of files/dirs

Added a script with a slot for listing explicit directories/files to be given to uncrustify for reformatting / checking. This may be used in check-mode for a CI action to enforce style adherence.

Also includes some fixed to the config to remove warnings emitted by recent versions of uncrustify.
