Geotiff problems building Debug with MSVC 2017

I had to remove the CheckFunctionExists methods in geotiff CMakeLists.txt::200 They just don't seem to work...

VXL is looking for geotiff_i.lib, whild geotiff is building a geotiff_i_d.lib
