Add Tesseract & Leptonica
Is there a need for tesseract and leptonica to be in fletch? I added them to vision-tpl a long time ago, but no longer use them for any projects.

I am going to be using Tesseract OCR on a documentation analysis program is kicking around now.
I have not looked at Leptonica but that seems pretty interesting, are these 2 related?
Since there isn't a push for this branch at the moment, we should let it fallow. I don't want to delete it since the work was done and it's possible that we might want it later. So, let's keep it around for a bit but let it sink to the bottom of the pile.
That's cool, I hope to give it a whirl at some point, and when I do, I will let you know how it works
