RUN PIPELINE utility_extract_chips.pipe produces no image output

Describe the bug Running pipeline Utilities: extract chips does not create output images. Note: this occurs on multiple computers, and other users.

To Reproduce Steps to reproduce the behavior:

1. Go to project, annotations gui.
2. Click on RUN PIPELINES : Utilities : extract chips
3. There is no error, the process runs and produces normal output such as job log, but no "output" directory is created and no "chip" image files are produced.

Expected behavior Normally, the pipeline creates new images containing image regions identified by annotation bounding boxes, and stores them in the location defined by the OUTPUT argument supplied to utility_extract_chips.pipe
