Job counter sometimes becomes out of sync (likely due to cancelled jobs)

For example, it shows that there are 4 jobs in the queue before mine, but it still started launching it:

There were two "inactive" jobs from october that had not started and were in the inactive state. Removing them from the list may have changed what you see in the Job count.
