Volume never moves to Available state?

Found this line in the tests, I have create volumes but never available. Is something missing from the ansible scripts?

The state transition is initiated from the playbooks itself here. So we need to add support our taskflow base to take a volume id and attach it to the cluster ( running this task it will create the associated EBS volume if necessary ).
