Traditional cluster creation not sending ssh key

I think I've ran into this problem before but can't find an issue for it. I fill out the fields for a traditional cluster I hit save and it gets stuck in the creating state. I've destroyed and reup'ed the vm, Cumulus is on master, so is HPCCloud. The key seems to be creating but not being delivered?

Marked as intermittent because I already had a running cluster when this first occurred, after the vm destroy and up the issue persists now.
