Add concept of "global" cluster definitions

These would be a cluster definitions that could be shared by multiple user specific cluster instances. They could for example have all the connection information filled out and the specific cluster instances would fill the user specific information. This is almost like configuration 'inheritance' with ability to override parts of the configuration.
