Allow a set of queues to be configured on a cluster

When running a simulation on a cluster that has queues defined we need to allow a queue to be selected. At the moment we are just running on the default.

We need to convert the queue property of a SchedulerConfig to a profile like form so several can be defined.

At runtime a dropdown should be shown.
