`compareCoverage.php` returns HTTP 500

Expected Behavior

compareCoverage.php should not return a 500 response.

Actual Behavior

compareCoverage.php appears to be broken in CDash 3.1, as well as the latest version of master.

CDash Version

Issue was observed on CDash 3.1, as well as latest master (https://github.com/Kitware/CDash/commit/f3400c29324716b249f32cccb32f7a99a449aaec).
