Upload file for coverage author not applying

Bug report

Expected Behavior

Creating an authors file to be uploaded to the manageCoverage.php page would assign authors based on the suggested format, (format: filename:author1,author2)

Has the formatting changed? Is it full name instead of email?

Actual Behavior

The page refreshes and no authors are added to the file. There are no errors printed in the response of the API call, web console, or CDash log
