[Applications] actions are prioritized than applications.

Problem

  • The actions are more prioritized than applications and it seems to be quite counter-intuitive.
    • For example, Quit Telegram is more prioritized than Telegram, New Private Windows is more prioritized than Firefox Developer Edition.

  • It seems to be the intended behaviour, described in lib.rs
    • So I suggest it to be the option, like prioritize_actions: bool.
    • If you thinks this is fine, I'll create a PR.

It is indeed by design, if you want to tinker with it feel free to do so and open a PR if you come up with something that behaves more like what you want.

~~I found that this issue was actually same issue with #249, and confirmed the issue was fixed by c6db282198a7832e20d288478a57289ecb980641.~~

Oh, I found that some cases are solved with that commit, but other some cases remain same
