Windows flags MSBuildStructuredLogSetup.exe as harmful/unrecognized

I assume the MSBuildStructuredLogSetup.exe executable is not properly signed.

When downloading MSBuildStructuredLogSetup.exe in Edge, the MSBuildStructuredLogSetup.exe executable is flagged as harmful. When installing or upgrading via winget, the executable is flagged as unrecognized. See the attached screenshots.
