Add to SimpleTimePicker property PickerVisibility value "HourMinuteSeconds"

At this value, the property should show three input fields using a 24-hour format. In this form, control can be used as TimeSpanPicker.

You can set Culture to one that uses the 24-hour clock and use TimePartVisibility.All.
