Custom scenarios and factions support

Is your feature request related to a problem? Please describe.

I'd like to create my own scenarios and factions for DCC. I'm mostly interested in fantasy scenarios based on novels and other games, and in some cases interested in specific historical conflicts.

Describe the solution you'd like

DCC's campaign menu should have a field to supply a scenario from a JSON file.

DCC's faction menu should have a field to supply a faction from a JSON file.

Describe alternatives you've considered

Currently you can do this by editing the contents of the data package. I'd like to be able to do this without having to rebuild DCC.
