Kemet ex2 series mechanical relays

This PR is to add a set of mechanical relays by Kemet.

I made use of the Lattice2 workbench by DeepSOIC to do the pin arrays and attachments.

There are 4 relevant models:

  1. THT for non-latching and single coil, missing 2 columns of pins
  2. THT for double coil latching, missing 1 column of pins
  3. SMD for non-latching and single coil, missing 2 columns of pins
  4. SMD for double coil latching, missing 1 column of pins

The two SMD models have additional variations regarding high density footprints, increased solder strength, or breakdown voltage improvement.

I'm not really sure how to use StepUp to properly fine tune these, sorry about that.
