windows-runtime-installer overwrite behavior

At the very least, the windows-runtime-installer should give a message to the user if it chooses not to overwrite the Vulkan runtime (typically because such an install would be a downgrade).

Ideally, the installer should allow a checkbox to let the user force a downgrade.
