A message not following the Vulkan Loader Log filter

Describe the bug I am getting the following warning while the "Warnings" Vulkan Loader log flag is not set.

Maybe, it's a know issue, just to make sure you are aware.

WARNING: [Loader Message] Code 0 : Layer VK_LAYER_NV_optimus uses API version 1.3 which is older than the application specified API version of 1.4. May cause issues.

I thought we removed those warnings at some point because we deemed it wasn't that useful.
